HILLSBOROUGH COUNTY, Fla. –  Governor Rick Scott declared a state of emergency ahead of Tropical Storm Emily early morning of July 31. The declaration came when Tropical Depression Six was upgraded to Tropical Storm Emily. Thirty-one Florida counties are affected by this order, including Hillsborough County.
